Sec. 2-58. - Appearance of citizens.

 

(a) Any citizen of the municipality, or individual(s) who owns a business within the municipality, may speak at a regular meeting of town council during the public session portion as indicated on each agenda, and as outlined in The Code of the Town of Central, section 2-63, on any matter pertaining to municipal services and operation, except personnel matters, by signing an agenda list maintained by the clerk prior to the meeting stating the subject and purpose for speaking. Each person who gives notice may speak for three minutes during public session once properly recognized by the mayor or presiding member.

(b)Time allotted for public session will be 30 minutes. By a majority vote council may extend the time allotted for public session.

(c) In addition to the public session portion of each meeting of council, any citizen of the municipality, or individual(s) who owns a business within the municipality, may speak also on specific matters under discussion by council as published on the agenda. To do so, citizens of the municipality, or individual(s) who own a business within the municipality, must follow established rules of order; be recognized by the mayor or presiding member prior to speaking; limit comments to three minutes; and keep comments specific to the issue under consideration. Adherence to rules of order, and maintaining civility and proper decorum, shall be expected, whose interpretation shall be determined and enforced by the mayor or presiding officer.
